Ratified by the General Congress On: December 18, 2025

PREAMBLE

From the land of Mesopotamia, where the dawn of human conscience first emerged and the earliest canons of justice were enshrined in the Code of Hammurabi;

We, in the Iraqi Liberal Unity Party (ILU Party), firmly believe that the restoration of Iraq’s grandeur begins with a return to the sanctity of the law and the upholding of human dignity.

We hereby establish these Internal Bylaws to serve as a covenant that consolidates the civil nature of the State and the authority of its institutions, while liberating the will of the citizen from the constraints of quotas and external dependency.
