PREAMBLE
In the Name of God, the Most Gracious, the Most Merciful
From the heart of the land of ancient civilizations, a new
ray of light emerges to illuminate Iraq’s path toward a future worthy of its
historical stature and past glory—a future where freedom and justice prevail.
We, in the Iraqi Liberal Unity Party, firmly believe
that Iraq deserves better than its current state. The great Iraqi people, who
forged civilizations and founded cities, are capable of rising once again to
build a state that rivals developed nations in freedom, justice, and
prosperity.
We recognize that our great nation has faced immense
challenges throughout its long history, and that certain ruling regimes have
dragged it into the depths of injustice and oppression. However, we also
believe that these challenges have not broken the resolve of the Iraqi people,
nor have they extinguished the flame of hope in their hearts. The Iraqi citizen
yearns for freedom, remains steadfast in their noble values, and looks forward
to a better tomorrow. These people are the source of our strength and
inspiration; for them, we strive and sacrifice.
We believe that freedom is the foundation of progress
and prosperity, as it allows individuals to be creative, innovative, and to
contribute to the building of their society. We also believe that justice
is the guarantee of a dignified life for all members of society, for without
justice, stability and peace cannot be achieved.
We, in the Iraqi Liberal Unity Party, believe that
Iraq must be a strong democratic state—a state that respects human rights,
upholds the rule of law , and grants all its citizens the opportunity to
participate in political, economic, and cultural life. It must be a state that
preserves its ancient heritage, encourages creativity and innovation ,
contributes to civilizational dialogue, and spreads knowledge and awareness.
While we realize that achieving these goals is no easy task,
we have full faith in the Iraqi people's ability to realize them. We affirm
that we will work tirelessly toward these objectives in cooperation with all
sincere national forces.
SECTION
I: REFERENCE AND PRINCIPLES
First: Reference
The
Iraqi Liberal Unity Party operates based on the following references:
1. The Iraqi Constitution chosen by the
majority of the Iraqi people:
o We, in the Iraqi Liberal Unity Party, firmly believe that
the 2005 Iraqi Constitution contains catastrophic aspects, specifically the
division of Iraq into "components" (sectarian/ethnic quotas), which
hinders the proper application of democracy.
o Therefore, our party seeks to amend the Constitution to
become a protective umbrella for all Iraqis in building a pure civil state.
2. Current Iraqi Laws.
3. Religious Jurisprudence related to the party's objectives, such as mercy, justice,
reform, forgiveness, tolerance, and peace.
4. International Laws and Conventions related to the party's objectives.
Second: Foundations and Principles
1. The unity of Iraq, both its land and
its people.
2. Freedom, justice, and equality.
3. The civil nature of the State
(Civility of the State).
4. Forgiveness and tolerance toward
erring citizens, while maintaining strictness and firmness with those holding
government responsibility.
5. Political pluralism, Shura
(consultation), and the democratic approach.
6. The party’s non-participation in any
political system built on a religious, sectarian, or ethnic basis.
SECTION
II: THE POLITICAL PROGRAM FOR STATE MANAGEMENT
First: Internal Policy
Regarding
the country's internal policy, the Iraqi Liberal Unity Party shall work
on the following:
1. Constitutional and Legislative
Reform: Amending the 2005 Iraqi
Constitution and updating laws to align with the Secular and Civil nature of
the State.
2. System of Governance: Transitioning the Iraqi political system into a Presidential
Republican System.
3. Executive Authority: Granting the President of the Republic the executive
mandate to select the Cabinet based on Meritocracy and professional competence,
and the authority to preside over Council of Ministers sessions.
4. Legislative Oversight: Strengthening the Iraqi Council of Representatives as a
supreme legislative and oversight institution, with the full right to propose
legislation and rigorously monitor government performance.
5. Administrative Structure: Adhering to the Federal Union System while advancing
toward Decentralization by granting broad administrative powers to
regions and provinces.
6. Sovereign Jurisdictions: Ensuring the Federal Government retains exclusive authority
over National Defense, National Security, and the Equitable Distribution of
Wealth.
7. Political Integrity: Prohibiting the establishment of political parties on a
sectarian or ethnic basis during the transitional period to safeguard national
security and social cohesion.
8. Institutional Building: Establishing resilient state institutions free from
partisan, religious, or ethnic influence.
9. Democratic Culture: Consolidating a culture of Disciplined Political
Pluralism and fostering the role of a constructive Political Opposition.
10. National Reconciliation: Promoting a culture of tolerance and issuing a General
Amnesty Law (post-security stabilization) to open a new national chapter,
while ensuring the state's commitment to compensating affected citizens.
Second: Foreign Policy
The
vision of the Iraqi Liberal Unity Party is based on active neutrality
and national interest:
1. Strategic Neutrality: Declaring Iraq a Neutral State that maintains an
equal distance from all parties in international or regional conflicts.
2. Balanced International Relations: Building relations with all nations without exception,
driven solely by Iraq’s strategic interests.
3. Sovereignty and Non-Interference: Strictly prohibiting foreign interference in Iraqi internal
affairs, while Iraq guarantees total non-interference in the affairs of others.
4. Global Recognition: Recognizing all states that hold membership in the United
Nations General Assembly.
5. Regional and Arab Role: Actively supporting the Arab League and championing Arab
causes, specifically the Palestinian cause as a just humanitarian issue.
SECTION
III: THE JUDICIARY
The
Iraqi Liberal Unity Party believes that a robust and independent
judicial system is the paramount pillar of a Civil State. Our vision for
judicial reform focuses on the following:
1. Judicial Independence: Ensuring the absolute independence of the judiciary,
shielding it from any external pressures or executive interference.
2. Institutional Stability: Maintaining the current structure of the judicial system
while enhancing its efficiency and transparency.
3. Constitutional Court Reform: Re-evaluating and restructuring the Federal Supreme
Court through necessary constitutional amendments and specialized
legislation to ensure its impartiality and professionalism.
4. Depoliticization of Justice: Keeping the judicial system strictly distanced from any
political, religious, or sectarian influence to guarantee that justice is
administered without bias.
5. Rule of Law: Strengthening the judiciary's role in upholding the rule of
law and protecting the constitutional rights of all citizens.
SECTION
IV: THE ECONOMY
The
economic vision of the Iraqi Liberal Unity Party focuses on sustainable
growth, diversification, and empowering the private sector through the
following measures:
· Investment Climate: Creating a stable and attractive ecosystem to solicit Foreign
Direct Investment (FDI).
· Economic Diversification: Reducing the state's heavy reliance on oil revenues by
fostering a multi-sector economy.
· Public Sector Right-sizing: Gradually addressing the surplus in public sector
employment by approximately 60%, while facilitating a smooth transition toward
the private sector.
· Private Sector Empowerment: Providing robust legislative and financial support to the
private sector to foster job creation.
· Industrial Rejuvenation: Rehabilitating national factories and establishing new
industries in construction and consumer goods according to international
quality standards.
· Financial and Banking Reform: Modernizing the banking system to meet global transparency
and efficiency requirements.
· Legislative Modernization: Updating labor laws and enforcing universal tax registration
for all employers on Iraqi soil.
· SME Support: Providing strategic support for Small and Medium
Enterprises (SMEs) as the backbone of the economy.
· Investment Incentives: Encouraging domestic and foreign investment through
targeted fiscal and administrative incentives.
· Regional Integration: Strengthening ties with neighboring countries and
initiating strategic trans-border commercial projects.
· Sustainable Sectors: Actively developing the tourism and agricultural sectors to
ensure food security and non-oil growth.
SECTION
V: DEFENSE AND SECURITY
The
Iraqi Liberal Unity Party adopts a comprehensive strategic vision for
national security. We believe that declaring Iraq a Neutral State is the
fundamental gateway to stabilizing national security, allowing for a systematic
re-evaluation of military and security structures. Our vision is defined by the
following pillars:
· Monopoly on the Use of Force: Ensuring that the possession and use of weapons are
strictly and exclusively reserved for the State.
· Militia Disarmament and
Reintegration: Dissolving all armed factions and
implementing a peaceful settlement to reintegrate their members into society
through specialized government programs and civil organizations.
· Internal Security Mandate: Transferring the entire internal security file to the
specialized formations of the Ministry of Interior.
· Military Restructuring: Restructuring the Iraqi Army to eliminate any formations based
on religious, sectarian, or ethnic criteria, ensuring a professional force of a
calculated and sustainable size.
· Modern Military Doctrine: Re-evaluating and updating the military doctrine to ensure
absolute and singular loyalty to the Homeland.
· Defensive Mandate: Refocusing the Army’s primary mission on protecting Iraq's
sovereign borders and addressing external threats.
· Intelligence and Counter-Terrorism: Modernizing the Counter-Terrorism Service, the National
Security Service, and the Intelligence Service by upgrading infrastructure,
providing cutting-edge technology, and enhancing professional training.
· Paramilitary Dissolution: Dissolving the "Popular Mobilization Forces"
(Al-Hashd al-Shaabi) in all its forms as the necessity for its existence has
concluded, while providing diverse private-sector career opportunities for its
interested members.
· Strategic Security Alliances: Establishing and strengthening strategic security
agreements with Iraq’s international allies to bolster national defense capabilities.
· Cultivating a Culture of Peace: Acknowledging that political instability was the root cause
of security failure; thus, the party strives to replace cycles of vengeance
with a national environment based on harmony, governed by a strict and impartial
rule of law.
SECTION
VI: EDUCATION
The
Iraqi Liberal Unity Party asserts that reforming educational
institutions is the fundamental engine for building a knowledge-based society
capable of producing an elite leadership to guide the nation toward prosperity.
Our party is committed to a comprehensive modernization of the educational
system through the following:
First: Primary and Secondary Education (Schools)
· Infrastructure Development: Establishing and rehabilitating schools based on strategic
geographical distribution and population density.
· Compulsory Education: Enforcing mandatory education for both the Primary (4
years) and Intermediate (4 years) stages.
· Curriculum Overhaul: Conducting a holistic review of educational curricula to
ensure they meet modern standards.
· Performance Monitoring: Evaluating and improving school enrollment rates and
academic outcomes.
· Institutional Support: Providing necessary financial and logistical support to
students and school administrations.
· Standardization of Excellence: Reviewing regulations governing curricula, examination
systems, and success criteria.
· Professional Development: Enhancing the pedagogical skills and professional
capabilities of teachers and educators.
· Digital Integration: Leveraging modern technology and e-learning tools within
the educational process.
· International Benchmarking: Adopting European Union standards, including the Grade
Point Average (GPA) system, to elevate educational quality.
· Right to Education: Reaffirming the constitutional principle of free public
education for all citizens.
Second: Higher Education (Universities)
· University Infrastructure: Modernizing and rehabilitating the infrastructure of higher
education institutions.
· Academic Alignment: Implementing European Union academic standards across
university programs.
· Quality Assurance: Rigorously re-evaluating both public and private
universities to address academic and administrative deficiencies.
· Labor Market Integration: Aligning the establishment of scientific departments and
student distribution with state strategic policies and actual labor market
needs.
· Modern Pedagogy: Utilizing advanced teaching methodologies and pedagogical
tools in higher education.
· Regulatory Framework: The Ministry of Higher Education shall hold the exclusive
mandate to establish and manage universities. Exceptionally, religious
endowments (Awqaf) may establish only one university or college per endowment,
strictly limited to Religious Studies, Arabic Language, and the History of
Religions.
· Internationalization: Allocating specific seats for international students and
activating a robust scholarship system.
· Global Academic Partnerships: Strengthening collaborative ties with prestigious
international universities.
· Research and Development (R&D): Activating and funding the national scientific research
ecosystem.
· Graduate Studies Reform: Reviewing admission policies for postgraduate studies and
ensuring specializations are driven by market demand.
SECTION
VII: ADMINISTRATION
The
Iraqi Liberal Unity Party aims to overhaul the state’s administrative
apparatus to ensure transparency, efficiency, and the elimination of
bureaucracy. Our administrative reform is based on the following:
· Digital Transformation
(E-Government): Accelerating the transition to a
comprehensive electronic government system to simplify procedures, reduce human
error, and eliminate administrative corruption.
· Merit-Based Appointments: Implementing a strict Meritocracy system for public
service appointments, ensuring that positions are filled based on competence
and professional qualifications rather than partisan or sectarian quotas.
· Administrative Decentralization: Empowering local governments by delegating administrative
and financial authorities to provinces, enabling them to manage their affairs
more effectively and respond to citizens' needs promptly.
· Streamlining Bureaucracy: Restructuring government departments to eliminate
redundancy, simplify complex workflows, and enhance the speed of service
delivery.
· Institutional Accountability: Strengthening oversight bodies and internal audit units to
ensure absolute transparency and hold officials accountable for their
performance.
· Public Service Training: Establishing advanced training centers to continuously
upgrade the skills and professionalism of civil servants.
· Transparency and Access to
Information: Enacting policies that guarantee
the right of citizens and the media to access non-classified public
information, fostering a culture of openness.
· Combating Administrative Corruption: Implementing "zero-tolerance" policies towards
bribery and embezzlement through rigorous digital monitoring and legislative
reforms.
SECTION
VIII: INFRASTRUCTURE AND SERVICES
The
Iraqi Liberal Unity Party views the modernization of infrastructure as
the backbone of economic revival and the primary indicator of a dignified life
for citizens. Our program focuses on the following:
· Energy and Power Sector: Overhauling the national power grid to ensure a continuous
and stable 24-hour electricity supply, while integrating Renewable Energy
sources (Solar and Wind) into the national energy mix.
· Water Resource Management: Implementing advanced water treatment and desalination
projects, and modernizing irrigation systems to tackle water scarcity and
ensure the provision of clean drinking water.
· Transport and Logistics: Developing a modern multi-modal transportation network,
including high-speed railways, international-standard highways, and upgrading
the capacity of ports and airports to transform Iraq into a global logistical
hub.
· Telecommunications and Digital
Infrastructure: Investing in high-speed fiber-optic
networks and 5G technology to support the transition to a digital economy and
improve internet connectivity nationwide.
· Urban Development and Housing: Launching large-scale housing projects and "Smart
Cities" initiatives to address the housing shortage, provided with
integrated services (sewage, roads, and green spaces).
· Healthcare Infrastructure: Rehabilitating existing public hospitals and encouraging
private investment in the health sector to build world-class medical centers,
ensuring high-quality healthcare services for all.
· Public-Private Partnership (PPP): Activating the PPP model to finance and manage major
infrastructure projects, ensuring efficiency and reducing the fiscal burden on
the state budget.
· Environment and Sustainability: Incorporating environmental standards in all infrastructure
projects to combat climate change and reduce pollution.
SECTION
IX: RIGHTS AND LIBERTIES
The Iraqi Liberal Unity Party believes
that the dignity of the Iraqi citizen is the supreme goal of the State and the
basis of its legitimacy. We are committed to protecting and enhancing
fundamental rights and public liberties as follows:
· Inherent Human Dignity: Safeguarding the dignity and physical integrity of the
citizen is a primary obligation of the State; it may not be violated under any
pretext.
· Equality Before the Law: All citizens are equal in rights, duties, and
opportunities, without discrimination based on gender, ethnicity, religion,
sect, or social status.
· Freedom of Expression and Assembly: Guaranteeing the right to freedom of speech, expression,
and peaceful assembly as non-negotiable pillars of a democratic society.
· Independence of the Media: Protecting the freedom of the press and ensuring the right
of journalists to access and disseminate information without censorship,
intimidation, or judicial harassment.
· Sanctity of Private Life: Respecting the privacy of citizens and ensuring the
sanctity of their homes and the confidentiality of their personal
communications.
· Due Process and Fair Trial: Ensuring a fair, public, and impartial trial for every
individual, maintaining the presumption of innocence until proven guilty
by a competent court.
· Absolute Prohibition of Torture: Strict legal prohibition and criminalization of all forms
of physical or psychological torture, as well as cruel or inhuman treatment.
· Freedom of Movement: Guaranteeing the right of every citizen to travel, reside,
and move freely within the country, and the right to leave and return to it.
· Women's Rights and Empowerment: Eliminating all forms of discrimination against women and
ensuring their full participation in political, economic, and social life on an
equal footing with men.
· Rights of Minorities and Cultural
Diversity: Protecting the cultural,
linguistic, and religious rights of all components of Iraqi society as an
integral part of the national fabric.
SECTION
X: SOCIAL POLICY
The
Iraqi Liberal Unity Party adopts a social policy aimed at achieving
social stability, protecting the most vulnerable groups, and ensuring a
dignified life for all citizens through the following:
· Social Safety Net: Developing and expanding a comprehensive Social Security
System to ensure a decent and sustainable income for families below the
poverty line, the elderly, and people with disabilities.
· Protection of the Family Unit: Recognizing the family as the fundamental pillar of society
and enacting laws that protect its stability, cohesion, and the rights of all
its members.
· Child Welfare and Protection: Implementing strict policies to combat child labor and
exploitation, while ensuring every child has guaranteed access to healthcare
and high-quality education.
· Youth Empowerment: Creating specialized programs to support youth-led
initiatives, fostering their creative talents, and facilitating their seamless
integration into the modern labor market.
· Women’s Rights and Inclusion: Ensuring equal opportunities for women in all social,
political, and professional fields, and providing robust legal protection
against all forms of domestic or societal violence.
· Combating Social Phenomena: Developing national strategies to combat drug addiction,
illiteracy, and other challenges that threaten social peace and human
development.
· Pension Reform: Modernizing the pension system to ensure fair, dignified,
and sustainable benefits for workers in both the public and private sectors.
· Affordable Housing: Providing innovative housing solutions and low-interest
loans specifically targeted at young couples and low-income families.
· Disability Inclusion: Guaranteeing the rights of persons with disabilities to
full inclusion in education, employment, and public life, with the provision of
necessary infrastructure and support.
SECTION XI: RELIGIONS, SECTS, AND ETHNICITIES
The Iraqi
Liberal Unity Party views the religious, sectarian, and ethnic diversity of
Iraq as a source of cultural enrichment and national strength. Our vision is
established on the principle of absolute equality within the framework of a
Civil State:
Equal
Citizenship: The party regards all Iraqis as equal in rights and duties, where
Citizenship is the sole and supreme criterion for belonging, regardless of
religious, sectarian, or ethnic affiliations.
Freedom of
Belief and Worship: Guaranteeing the absolute freedom of belief and the right
to practice religious rites for all citizens, provided these practices do not
infringe upon the freedoms of others or public order.
Institutional
Autonomy of Religious Authorities: Religious authorities (Marja'iyat) shall
maintain autonomy in managing houses of worship and religious endowments
(Awqaf) through the respective endowment offices represented within the
government.
Freedom of
Religious Mission: Religious authorities are granted full liberty in all
spiritual matters, including the issuance of Fatwas, proselytizing, preaching,
education, and organizing religious conferences both domestically and
internationally.
Ethnic
Diversity as National Wealth: The party recognizes that Iraq's ethnic
multiplicity is a positive asset that enriches society through diverse cultural
heritages and talents.
Merit-Based
Leadership: Our vision ensures that every citizen—irrespective of their
religion, sect, or ethnicity—has the right to reach the highest executive or
legislative positions based on their political program and professional
competence.
Social Harmony
and Security: This inclusive approach aims to achieve long-term security
stability and economic prosperity by fostering an environment of mutual respect
and equality.
CONCLUSION
Since
its foundation in 1921, Iraq has witnessed numerous political experiments, with
varying degrees of success and failure. However, the current political
experience stands as the most critical failure, especially when contrasted with
Iraq’s immense human and economic resources, as well as the international
support its political system has received from major world powers.
Regrettably,
the post-2003 political class chose a path of dependency on external actors,
replacing the Rule of Law with the "Law of the Jungle".
This era has been defined by the tragic loss of lives, the displacement of
millions, and the systemic looting of Iraq’s national wealth.
Consequently,
the Iraqi Liberal Unity Party was established to address this tragic
reality. We emerge from the heart of the Iraqi people's suffering to present a
genuine and transformative political project aimed at reclaiming the State from
the clutches of corruption and dependency.
Our
project is a clarion call to all free Iraqis to unite and work toward building
a Modern Civil State—a state where Citizenship is the sole
criterion for rights and duties, where the law stands supreme over all, and
where every citizen equitably enjoys the fruits of their country’s vast wealth.
We
do not promise miracles, but we do promise tireless dedication and absolute
transparency. We believe in the greatness of this nation and its innate ability
to rise again. Together, we shall build an Iraq that is strong, independent,
and prosperous.
